### Process Overview:
1. Lodging the Complaint: The victim approaches a police station and provides details

2. Registration: The police must register this as a Zero FIR, marked with ‘0’, without
assigning a regular FIR number.
3. Transfer: The Zero FIR is then forwarded to the appropriate police station with
jurisdiction for further investigation.
4. Investigation: Once transferred, it is re-registered as a regular FIR, and the
investigation begins.
